Graphic Design & Outreach Materials Consultant
Rural Leaders for Economic Mobility (RLEM)
San Juan County would like to retain the professional services of a qualified consultant to assist in graphic design, outreach materials, and communications support for the Rural Leaders for Economic Mobility (RLEM) initiative.

Scope of Services
San Juan County is seeking a qualified consultant to provide graphic design, outreach materials, and communications support for Rural Leaders for Economic Mobility (RLEM) engagement activities. The consultant will work closely with the San Juan County Economic Development Department to ensure materials are visually consistent, and prepared in advance of meetings and community sessions.
The consultant shall perform the following tasks:
- Design professional-quality flyers, posters, agendas, handouts, and meeting materials for approximately 20-30 RLEM engagement events.
- Prepare print-ready and digital files for County approval and distribution.
- Incorporate San Juan County Economic Development branding as directed.
- Develop presentation templates, slide graphics, and visual tools for stakeholder meetings, workshops, and community events.
- Assist the County in preparing outreach materials that are clear, accessible, and community-centered.
- Assist with the preparation and formatting of SurveyMonkey event invitations, registration forms, and participant feedback surveys.
- Support readability, accessibility, and consistent formatting of survey materials.
- Provide basic content drafting support for outreach announcements, event descriptions, and survey text as needed, subject to County approval.
- Create social media-ready graphics and brief outreach content to promote upcoming RLEM meetings and community engagement opportunities.
- Assist the County with scheduling occasional posts on County-approved platforms when requested.
- Participation in a final handoff and review meeting with County staff by April 30, 2026.
Terms of Engagement
Independent Contractor:
- The contractor will operate independently and must secure and maintain all necessary insurance, bonding, including general liability, automobile, disability, unemployment, and worker’s compensation.
- The contractor is responsible for all payment of all applicable taxes and must indemnify San Juan County against any claims arising from noncompliance.
No Subcontracting:
- The contractor may not subcontract any services without the written consent of San Juan County.
Compensation
The maximum fee for the services sought through this RFQ will not exceed Five Thousand Dollars ($5,000.00).
Compensation will be negotiated with the most qualified respondent based on experience, demonstrated capacity, and alignment with project needs.
Preferred Experience and Qualifications
Interested respondents should demonstrate qualifications and experience similar to the following:
- Experience providing graphic design and outreach materials for community engagement, government, or nonprofit initiatives.
- Proven ability to produce print-ready and digital meeting materials under tight timelines.
- Familiarity working with rural communities, Tribal communities, or cross-sector partnerships.
- Experience supporting event communications, survey tools, and accessible public-facing materials.
- Capacity to collaborate closely with the San Juan County Economic Development Department to ensure consistent, high-quality deliverables.
- Availability to complete deliverables by April 30, 2026
